Amid the crumbling infrastructure of the former Soviet military space program, Russians allow civilians to travel into space for the low, low price of $20 million. These multimillionaire “space tourists”—many of whom are American—are allowed to tag along in the third seat of the rocket in exchange for financing half the cost of the launch. Meanwhile, poor herders in Central Asia wait expectantly for the discarded remains of the rocket to come crashing down, which they then harvest for repairs and for expensive scrap to sell on the black market.
